Hi! My name is David and I will take you through the process of e-filing a Pension Benefits Guarantee Fund Assessment Certificate (PBGF) through the Pension Services Portal.

To get started, you need to go to the PSP and log into your PSP account.

If you need help with this process, please visit FSCO's website where you can view an instructional video on "logging into the PSP".

After you log-in, you will see the My Profile page. In the top navigation bar, click on "E-Filing".

You will now see the Filing Record page. On this page, you will see a list of all prescribed filings for your pension plan or plans, including upcoming filings. This list may be filtered by selecting the plan number, the filing type, filing year and filing status from the drop down menus.

To begin a new submission of the Pension Benefits Guarantee Fund Assessment Certificate, choose PBGF from the Filing drop-down menu and then click on the "Start" link in the "Actions" column for the desired filing period.

You will now be taken to the Filing Profile page. Complete the required questions and click on the "Start" button.

Note if you click on the "Cancel" button, you will be returned to the Filing Record page, and all information entered on the profile will be lost.

Next, you will be taken to the Filing Workspace page. This page provides an overview of the PBGF filing information. Please review this information to ensure that you have selected the correct filing type, plan number, and filing period.

If you have selected either the incorrect filing type or plan number, please click on "Abandon Filing" in the "Actions" box in the top right-hand corner of your screen. This will take you back to the Filing Record page, where you can start the correct filing.

Once you are ready to work on the filing, click on the "Open PBGF" link in the "Actions" box to access and work on the electronic form.

Please note you can view instructions on completing the PBGF form by clicking on "Help" in the top navigation bar.

Also if you need to make changes to any of the answers you provided for the required questions on the Filing Profile page, click on "Edit Filing Profile" in the "Actions" box before you submit the filing and this will take you back to the Filing Profile page where you may update your answers. After you save your changes, you will be returned to the Filing Workspace page.

Now that you have chosen the "Open PBGF" link, you will be taken to the electronic form.

Complete all the required fields and follow any on-screen instructions to ensure the form is filled out properly.

Please note that the plan contact information can only be changed on the AIR for plans registered with the Financial Services Commission of Ontario (FSCO). For plans registered in another province, but required to file PBGF's with FSCO, you will be able to make changes to the plan contact information on the PBGF itself.

While working on the PBGF electronic form, you may save the entered information at any time by clicking on the "Save" button at the bottom of the screen. When you do so, any errors or warnings due to incomplete or incorrect information being entered will appear in a box at the top of the page you are working on. A notation in red will also show beside the actual line where the error or warning occurred.

Errors are signified by an exclamation mark in a yellow triangle, and they will prevent you from submitting the PBGF. Warnings are signified by a blue "i" in a white circle and they will not prevent you from submitting the PBGF, although these are areas of the PBGF you should review before submitting.

Note, you can click on the "Save and Close" button at any time while completing the PBGF Form to return to the Filing Workspace page.

On the Filing Workspace page, if any area of the PBGF form still has errors or warnings that have not been addressed, they will be listed in the "Warnings" section.

To view the form errors or warnings on a page, click on the "plus sign" beside the page number. Then click on the error/warning message to return to that page and section of the electronic form to make the correction.

The "Submit Filing" link in the "Actions" box will not be active until all errors have been corrected.

If you wish to review and/or print a copy of the PBGF, showing your work-to-date, click on the "View PBGF (PDF)" link in the "Actions" box.

Please note before the PBGF can be submitted, Part 3, Declaration of the Actuary must be certified by the plan's delegated actuary. If the form is updated after it has been certified, the certification will be removed and the actuary will have to re-certify the form.

When the PBGF form has been completed, you can submit the filing.

You may also add notes to the filing by clicking on "New Note" in the "Actions" box prior to submitting the filing. This feature is available for you to add additional information to the PBGF submission, which may not be captured on the form.

To submit the filing, please click on the "Submit Filing" link in the "Actions" box.

If the PBGF filing has already been started but not submitted, the "Start" link will not be shown in the "Actions" column on the filing record page. Instead, "Open Workspace" will show in the "Actions" column.

Click on "Open Workspace" to continue working on the PBGF filing and follow the instructions as outlined earlier in this video to submit

Upon selecting "Submit Filing" from the "Actions" box, you will be presented with the Submit Filing page. In order to submit your filing, you need to review the confirmation statement, click on the agreement checkbox that is shown at the bottom of the page, and then click on the "Certify & Submit" button.

Please note once the PBGF is submitted, no further changes can be made without first making a re-filing request for the PBGF on the PSP. To make a re-filing request click on the "Request Re-filing" link in the "Actions" box.

Once the PBGF has successfully been submitted, you will be taken back to the Filing Workspace page, where the "Form Status" line will indicate the name of the user who submitted the PBGF and the date the PBGF was submitted.

An electronic copy of the submitted filing form will be available for viewing in HTML format by clicking on "View PBGF" in the "Actions" box in the top right-hand corner of your screen. You can also view and print a copy of the completed submission for your records by clicking on "View PBGF (PDF)".

As part of the online PBGF submission a remittance advice invoice will be generated. If an assessment is payable, you must print the invoice and mail it along with a cheque for the assessment amount. To print the invoice click "View PBGF Invoice (PDF)" and a copy of the invoice will open and you can print or save to your computer.

Please ensure your cheque is made payable to the Pension Benefits Guarantee Fund.

Please note that PSP accounts are not to be shared. If FSCO becomes aware that your has account has been compromised, we will suspend your account.
